Personal qualities immeasurable by tests

People are often judged on their achievements and merits, and are rarely judged on personal qualities.

Personal qualities can not be evaluated within a few minutes of meeting a person nor can they be judged by psychometric testing in my opinion. Scenario based testing is best to evaluate one's personal qualities.
